Deuteronomy 16:18  
 18 aJudges and bofficers shalt thou make thee in all thy gates, which the Lord thy God giveth thee, throughout thy tribes: and they shall judge the people with just judgment.

  4  Of which, twenty and four thousand were to set forward the work of the house of the Lord; and six thousand were officers and ajudges:

  11  Therefore I will be your king the remainder of my days; nevertheless, let us appoint bjudges, to judge this people according to our law; and we will newly arrange the affairs of this people, for we will appoint wise men to be judges, that will judge this people according to the commandments of God.

  17  And whoso standeth in this mission is appointed to be a ajudge in Israel, like as it was in ancient days, to divide the lands of the heritage of God unto his children;

  16  And the Lord said unto Moses, Gather unto me seventy men of the elders of Israel, whom thou knowest to be the elders of the people, and bofficers over them; and bring them unto the tabernacle of the congregation, that they may stand there with thee.
