Isaiah 44:28  
 28 That saith of aCyrus, He is my bshepherd, and shall perform all my cpleasure: even saying to Jerusalem, Thou shalt be dbuilt; and to the etemple, Thy foundation shall be laid.

  44  Behold, he shall come up like a lion from the swelling of Jordan unto the habitation of the strong: but I will make them suddenly run away from her: and who is a chosen man, that I may appoint over her? for who is like me? and who will appoint me the time? and who is that ashepherd that will stand before me?

  10  Declaring the end from the beginning, and from ancient times the things that are not yet done, saying, My counsel shall stand, and I will do all my dpleasure:

  13  I have raised him up in righteousness, and I will direct all his ways: he shall bbuild my city, and he shall let go my captives, not for price nor reward, saith the Lord of hosts.

  23  Thus saith Cyrus king of Persia, All the kingdoms of the earth hath the Lord God of heaven given me; and he hath charged me to build him an ahouse in Jerusalem, which is in Judah. Who is there among you of all his people? The Lord his God be with him, and let him go up.
